2025 Police services update, as of November 25, 2025

Mayor Miller has announced her selection of Sergeant Ed Hall as the King County Sheriff’s Office North Bend Chief of Police, effective January 1, 2026.
Hall has worked for the Sheriff’s Office for 21 years, having served most recently as a Sergeant for the City of Sammamish. Prior to that, he served as a Deputy and Master Police Officer for the City of SeaTac and surrounding cities.
Hall is a lifelong Snoqualmie Valley resident. He grew up in a family rooted in public service; his father having also served as a North Bend Police Officer. Hall now lives with his family in the nearby community of Fall City.
Following a public Open House with community and police chief candidates in November, North Bend Mayor Mary Miller and City Administrator Amber Emery served on final police chief candidate interview panels, alongside city councilmembers, staff, and community representatives. Sentiments shared from interview panels and the Open House provided ample feedback during deliberation.
The selection of North Bend’s Police Chief is an integral component to the City of North Bend’s transition in its Police Services interlocal agreement (ILA) from the Snoqualmie Police Department to the King County Sheriff’s Office.

History of Police Services between North Bend and Snoqualmie

Since 2012, the City of North Bend has contracted with the City of Snoqualmie for local policing services. North Bend’s current contract ended at the end of 2024 and a short-term renewal agreement was entered into with Snoqualmie, extending services through the end of May 2025. On May 6, 2025, following a thorough review of options to consider, the City Council approved a motion authorizing Mayor Miller to negotiate an ILA with the King County Sheriff's Office for future police services that will begin in April, 2026.

Long-term financial sustainability, predictability, and maintaining public safety and other city services are essential components of North Bend's highly livable community. The City of North Bend's contract for policing services represents its single largest area of expenditure.

How much does North Bend currently pay Snoqualmie for police services?

North Bend’s payment to Snoqualmie for policing services totaled $2.51 million in 2024 and during the 2025 short-term renewal agreement, North Bend is paying $236,306 per month, or $2,835,672 for the year.

Included in Snoqualmie’s 2025 adopted budget, Snoqualmie’s proposed charges to North Bend for continued police services is $4.05 million.

What police service options did North Bend consider and how were these options evaluated?

The North Bend City Council worked alongside staff through an in-depth, thorough, transparent and data-driven process to evaluate and select a provider. To this end, North Bend initiated a Police Services Request for Proposals (RFP) and invited the City of Snoqualmie and the King County Sherriff’s office to submit a written proposal for providing police services.

North Bend also received information on the estimated annual cost of operating its own police department from a study recently completed by the Center for Public Safety Management (CPSM) as well as information on the estimated cost of constructing a police department building from Integrus Architecture.  The details of these cost estimates can be found in the reports linked below.
