Parks Element Overview
The Parks Element of the North Bend Comprehensive Plan serves as the master plan for park and trail planning at the City. It includes an inventory of park and trail facilities, establishes levels of service for various facilities, provides policies relating to park and trail planning and development, and contains a 20-year Parks Capital Improvement Program (containing a broad list of projects the City wishes to do), and a more focused 6-year Parks Capital Improvement Plan that prioritizes the top projects from the 20-year Parks CIP for implementation, subject to grants and available funding.
Parks Element Update
The City has largely completed an update to the Parks Element. The North Bend Parks Commission worked over the course of 2022 and into 2023 to prepare a revised and update draft of the Parks Element to update outdated information, population projections, park level of service standards, goals and policies, and proposed park and trail capital improvements. The updated has been principally driven by public input regarding what is most important for planning parks and trails, considering input from the City’s Parks Survey, a public workshop, and public comment received. The Parks Commission and Planning Commission jointly hosted a public hearing on the draft Parks Element on February 15, 2023, and obtained public comment. Additional amendments to the draft were prepared based on the public comment received, and the Planning Commission and Parks Commission met again jointly on April 19, 2023 and provided a recommendation of approval to the City Council. pARKS sURVEY
The City of North Bend conducted a non-scientific survey of local residents regarding North Bend parks and trails, to assist us with planning for these resources and guiding the update to the Parks Element of the Comprehensive Plan. The survey was conducted between September 1 and October 1, 2022, and received a total of 537 responses, 81% of which were residents living within City limits. November 30, 2022 pARKS wORKSHOP
North Bend staff and the Parks Commission hosted a hybrid Parks Workshop at the North Bend City Hall on November 30. At the workshop, staff presented information about the draft update to the Parks Element of the North Bend Comprehensive Plan as a part of the 2024 Comprehensive Plan Update. Information presented included public outreach conducted and input received to date, results of the 2022 City of North Bend Parks Survey and 2021 Si View Parks Survey, amendments proposed to the Parks Element in response to public input and the survey feedback, and a summary of park projects currently in progress and proposed on the Parks Capital Facilities Plan. Public input was received and considered by staff and the Parks Commission.

next steps
The Parks Element will next go to the North Bend City Council for considering approval via resolution, pending Environmental Review. Formal adoption will not occur until all draft Comprehensive Plan Element updates have been prepared and State Environmental Policy Act Review has been conducted for the draft Comprehensive Plan update as a whole in 2024.
